John W. Weber - Vice Chairman

Atlanta, GA

John Weber is a vice chairman of Newmark Knight Frank, acquired in December 2014 by BGC Partners, Inc., and now a part of Newmark Grubb Knight Frank. A founding partner of Atlanta-based Newmark Knight Frank, Mr. Weber has been highly successful in commercial real estate within the Atlanta marketplace for almost 30 years. He is a veteran of the multhousing industry and has achieved recognition for investment sales dating back to 1989 and exceeding $9 billion. His ability to successfully market, broker and advise on multihousing communities throughout the southeastern United States has garnered him the designation as a Top Twenty Producer every year since 1993 in the Greater Atlanta Commercial Board of Realtors Million Dollar Club.

Prior to joining Newmark Knight Frank, Mr. Weber was vice president of Julian LeCraw & Co., now Tribridge Residential,  where he was responsible for acquisitions and third party brokerage.  Before his tenure with LeCraw & Company, Mr. Weber was a controller with the Portman Companies for seven years.

Mr. Weber is an active member of the National Multifamily Housing Council (NMHC) and the Urban Land Institute (ULI). He resides in Atlanta and is a member of the Atlanta Apartment Association, the Buckhead Business Association, the Metro Atlanta Chamber of Commerce and a former president and board member of the Northside Athletes Foundation.

William H. Shippen - Executive Managing Director

Atlanta, GA

A native of Atlanta, Executive Managing Director Bill Shippen has been a part of Newmark Knight Frank’s brokerage team since 1999. Mr. Shippen specializes in properties that are 20 or more years old as well as properties that require repositioning, re-tenancy and redevelopment; therefore, he works primarily with private and regional investors. Overall, during his tenure with Newmark Knight Frank, he has closed more than 200 transactions.

Prior to joining Newmark Knight Frank, Mr. Shippen headed up the analytical department of the local investment brokerage firm of Bullock, Terrell & Mannelly. In this capacity, he oversaw the financial and market analysis of over 80 commercial transactions totaling more than one billion dollars. This experience has given Mr. Shippen a broad knowledge of the Atlanta and Southeastern real estate markets.

After receiving a Bachelor of Arts degree from the University of Georgia, Mr. Shippen moved to Asia and worked as a language instructor. Upon his return, he earned an Master of Science in real estate from Georgia State University and is a former president of the Real Estate Alumni Club, the largest of its kind in the country.

Dan R. Phelan - Director

Atlanta, GA

Dan R. Phelan joined Newmark Knight Frank in 2004 and is responsible for all phases of underwriting, analysis, pricing strategies and valuation of multifamily and condominium conversion product. Previously with Love Funding of Atlanta and Ocwen Financial of West Palm Beach, Mr. Phelan has over 10 years of commercial real estate experience including asset management advisory for multifamily, hospitality, retail mall and office building portfolios involving complex ARGUS financial software modeling.

In addition, he has underwritten over $700 million in financing for the acquisition, construction and development of multifamily properties, as well as permanent, mezzanine and equity arrangements. While at Ocwen Financial, Mr. Phelan was responsible for real estate portfolio analytics, loan resolution and workout strategies, as well as various projects including consulting to the Ministry of Finance of Jamaica for the disposition of over $1 billion of asset-backed securities from 2000-2001. Mr. Phelan is a graduate of Stetson University where he received a Bachelor of Arts Degree in business administration.

Chad DeFoor - Managing Director

Atlanta, GA

Chad DeFoor is a managing director for Newmark Knight Frank’s Atlanta operation where he specializes in the listing and sale of Class B and C multifamily for private and regional investors. He has sold over 26,000 units, with a value more than $1.5 billion since 2011. Mr. DeFoor has over 15 years of experience in multifamily asset management, acquisitions, dispositions and brokerage with an emphasis on Class B and C workforce housing.

Mr. DeFoor is a member of the Atlanta Chapter of the Certified Commercial Investment Member Institute (CCIM) and the Georgia Chapter of the Institute of Real Estate Management (IREM) where he has obtained both his CCIM and CPM designations. He is also a member of the Atlanta Commercial Board of Realtors, the National Association of Realtors and is a licensed broker in the state of Georgia.

Mr. DeFoor received his Bachelor of Business Administration degree from the University of Georgia (UGA) where he double majored in both real estate and marketing. He was a member of the Track Team at UGA where he ran both the 400m dash and the 4x400m relay.

John A. Topping, Jr. - Associate

Atlanta, GA

John A. Topping, Jr. is an associate in the Atlanta office of Newmark Knight Frank where he is responsible for multifamily brokerage and advisory services, with a focus on institutional assets and core clients.

Prior to joining Newmark Knight Frank, Mr. Topping co-led the Atlanta office of SRS NNLG Investment Sales Team, playing an integral role growing the team and launching the platform nationwide. He has commercial experience with transactions spanning over 44 states and sales transaction volume in excess of $1.5 billion. Prior to his tenure with SRS, Mr. Topping worked at Marcus and Millichap in Atlanta.

A native of Atlanta, Mr. Topping attended the University of South Carolina where he received his undergraduate degree in finance and real estate with a concentration in investments. Mr. Topping is a member of the Atlanta Commercial Board of Realtors.

Kym Seaborn - Director of Operations

Atlanta, GA

Kym Seaborn is the director of operations for the Atlanta office of Newmark Knight Frank and has over 20 years of experience in commercial real estate. Ms. Seaborn began her career in real estate as director of marketing with Atlanta-based real estate developer, Southeast Capital Companies. During her tenure there she was responsible for the marketing and project management of multiple residential and mixed-use projects.

In her current role, Ms. Seaborn’s primary focus is overseeing the financial, personnel and corporate responsibilities for the Atlanta office of Newmark Knight Frank. She is also responsible for the management of the marketing, finance and graphic teams where duties include managing the production, timelines and schedules of all active marketing assignments, implementation of marketing strategies, management of third party vendors and consultants, management of closing preparation and documentation and general oversight of brokerage transactions.

Ms. Seaborn is a graduate of the University of Georgia where she received a Bachelor of Science degree.
